The Program
A behind-the-scenes look at how Lake Worth Beach works
The Citizens Municipal Institute is a free 8-week program designed to connect residents with the people, places, and processes that keep the city running. Every Wednesday from August 12 through September 30, 2026, 6:00 PM to 7:00 PM, you'll spend an hour with city leaders learning what your departments do, where they do it, and how to plug in.
Each session takes place at a different city location so you can see facilities first-hand — from the Water Plant training room to the Casino Ballroom to the City Library. Bring your questions; staff are there to answer them.
Meet City Leaders
Sit down with the Mayor, City Manager, department directors, and the public-safety chiefs who keep the city running.
Tour City Facilities
Step inside the Water Plant, Police Station, Casino Ballroom, City Library, and other city sites you usually only see from the outside.
Learn How City Services Work
Permits, plans, water conservation, solar power, recycling, library programs — see how each service is delivered.
Become More Informed & Engaged
Walk away with a clearer picture of how to navigate, contribute to, and make a difference in your community.
Weekly Schedule
8 weeks · 8 departments · 1 graduation
All sessions run Wednesdays, 6:00 – 7:00 PM, at the location listed for that week. Plan to arrive a few minutes early — tours and site visits start on time.
Aug 12 — Elected Officials & City Administration
Library, 15 N M St · With Mayor Betty Resch, Troy Perry, Interim City Manager, and Melissa Coyne, City Clerk · Program introduction, roles and responsibilities.
Aug 19 — Public Safety
Police Station, 120 N G St · With Chief Craig Spiegelhalter and Captain Terrance Carn · Fire prevention & EMS, crime prevention, homelessness response.
Aug 26 — Planning, Historic Preservation, Business License & Code Compliance
City Library - 15 North M Street · With William Waters, Director, and Yolanda Bryant, Assistant Director, along with Assistant Director Scott Rodriguez, Building Official Barry Schultz and Business License Manager Alicia Wilson · Permits, entitlement process, Planning & Zoning Board, business licenses, mobility plan, codes, citations, customer service.
Sep 2 — Water Utilities
Water Plant Training Room - 301 College Street - 1st Floor · With Vaughn Baker, Director · Site visit, the water process, water conservation.
Sept 9 — Public Works (Garbage & Recycling)
City Library - 15 North M Street · With Public Works Director Jamie Brown and Christine Engle, Supervisor · Solid waste, recycling, streets.
Sept 16 — Leasure Services
Library, 15 N M St · With Interim Assistant City Manager Teanna McKay, Director of IT Nelly Peralta, Interim Director of Leisure Services Stuart Sword, Library Manager and Public Information Officer Rebecca Seelig · Leisure programs, library programs and facilities, Friends of the Library.
Sept 23 — Electric Utilities
Water Training Room - 301 College Street - 1st Floor · With Electric Utilities Director Edward Liberty · Site visit, electric rates, reducing carbon, solar power.
Sept 30 — Finance & Human Resources
City Library - 15 North M Street * Learn about the City's budget from the Director of Finance, Yannick Ngendahayo and careers with the City of Lake Worth Beach from the Director of Human Resources, Loren Slaydon.
Oct 6 (Tue) — Certificate of Completion
City Commission Chambers, 7 N Dixie Hwy · 6:00 PM · Graduation and certificate of completion presented at the regular City Commission meeting.

Complete all sessions and you'll receive a certificate of completion in front of the Mayor and Commission at the regular City Commission meeting on Tuesday, October 6, 2026 at 6:00 PM, in the City Commission Chambers at 7 N Dixie Hwy. Family and friends are welcome.
